On January 1st., 1901, in the Straits Settlements the balance of Assets over Liabilities amounted to the sum of $3,059,379.00, and in Hongkong on the same date the excess of Assets over Liabilities amounted to the sum of $1,100,735.69. In the Straits the actual expenditure (excluding municipalities) for 1900 exceeded the actual revenue by $344,137.00, while in Hongkong the revenue for 1900 exceeded the expenditure by $514,140.97.
But during the year 1900 there was expended upon the Singapore Johore Railway the sum of $435,539.03, on the Penang Pier $343,212.33, and a contribution of $20,000 was given by the Straits Government towards the Indian Famine Fund. During the same period the Hongkong Government gave $50,000 towards the Tar Fund, spent a sum of $272,333.67, exclusive of Personal Emoluments, upon the New Territory, a sum of $19,790.95 upon the New Law Courts, $3,308.82 upon a Public Works Department Store, $7,903.04 upon the new No. 7 Police Station, and $15,033.07 upon the Governor's new Peak Residence, and $20,955.93 upon new quarters for the Gaol Staff.
The above items make a special Expenditure in the Straits Settlements of $828,751.28 and in Hongkong of $392,781.68.
The estimated revenue and expenditure for the Straits Settlements for the year 1902 is $7,002,823.00 and $7,384,388.00 respectively, making an estimated deficit on the year's working of $381,565.00, a large expenditure being voted for the Singapore Railway and the pier at Penang.
The revised estimate of revenue and expenditure for the Straits Settlements for the year 1901 is $7,029,098.00 and $7,345,720.00 respectively, there being an estimated deficit in the year's working of $316,622.00.
The estimated Assets for the Straits Settlements on January 1st., 1902 is $1,442,756. For 1903 the estimated revenue and expenditure of Hongkong is estimated at $4,305,935.00 and $4,258,925.26 respectively, showing an estimated surplus on the year's working of $47,009.74, and it is estimated that the Assets on January 1902 will be increased by $353,295.04.
Turning to the estimate of expenditure of the Colony of Hongkong for the year 1902, the following expenses of a special nature occur:- Land Court $47,584.00, Two New Launches $25,000.00, New Law Courts $50,000.00, Governor's Peak Residence $40,000.00, Police Stations and Accommodation for Police $113,000.00, Piers $10,000.00, Taipo Road $20,000.00, Markets and Slaughter House $90,000.00, Survey of New Territory $50,000.00, Water Works $148,000.00, and Harbour Master's Office $35,000.00, making a total of $628,584.00.
